About planning schemes
Each local government area is covered by a planning scheme. A planning scheme is a statutory document that sets provisions, policies and strategies for the use, development and protection of land.
The Cardinia Planning Scheme is set in accordance with the Victorian Government Planning and Environment Act 1987 and it is administered by the Department of Environment, Land, Water and Planning (DELWP). It contains:
- an ordinance which sets out the written requirements of a scheme and the types of use or development which needs a permit,
- maps which show how the land is zoned and overlays affecting the land, and
- incorporated documents – strategies, policies and guidelines that are incorporated to form part of the planning scheme.

Planning schemes can be amended by Council, Ministers and other planning authorities. Landowners can also apply to amend the controls affecting their land. Read about amending the planning scheme at DELWP's website.

Any person who may be affected by an amendment may make a submission.
It is important to note that submissions to planning scheme amendments are public documents under the Planning and Environment Act 1987.

A submission must be received by 5pm on the final day of exhibition to ensure it is considered.
The Victoria Government Gazette provides official notification of actions or decisions, including planning decisions, by the Governor of Victoria, government departments, government authorities, local councils, companies and individuals.

Amendment C229 - Southern Brown Bandicoot habitat protection
Applies an Environmental Significance Overlay over the key habitat areas of the endangered Southern Brown Bandicoot.
Amendment C238 - Glismann Road Beaconsfield
Rezones land in the Glismann Road Area to a residential zone to allow for residential subdivision using a development plan and development contributions plan.
Amendment C240 - Koo Wee Rup built form improvement
Introduces planning overlays and lists the Township Strategy and the Urban Design Guidelines as reference documents in the Cardinia Planning Scheme
Amendment C257 - Beaconsfield Town Centre Development Plan Overlay
Implements key objectives of the Beaconsfield Structure Plan by applying a Development Plan Overlay (DPO25)
Amendment C264 - Advertising Signage Design Guidelines
Amendment C264 incorporates the Advertising Signage Design Guidelines as a reference document into the Cardinia Planning Scheme.
Amendment C265 - Pakenham South Employment Precinct Structure Plan
Amendment C265 incorporates the Pakenham South Employment Precinct Structure Plan into the Cardinia Planning Scheme.
