The Victorian Planning Authority (VPA) is the planning authority for the Pakenham East Precinct Structure Plan.

VPA in collaboration with Cardinia Shire Council and in consultation with other government agencies, prepared the Pakenham East Precinct Structure Plan to guide new urban development.
