About the Pakenham East Precinct Structure Plan

The Pakenham East Precinct Structure Plan (PSP) has been prepared by the Victorian Planning Authority (VPA) and Cardinia Shire Council in consultation with government agencies, service authorities and major stakeholders. It is a long-term strategic plan to guide urban development. It describes how land is expected to be developed, what natural assets must be protected and the infrastructure and services planned to support the new and growing community.

About Amendment C234

Amendment C234 incorporates the Pakenham East Precinct Structure Plan 2017, the Pakenham East Native Vegetation Precinct Plan 2017 and the Small Lot Housing Code 2014 into the Cardinia Planning Scheme. The Amendment also rezones the majority of land to Urban Growth Zone Schedule 5 (UGZ5).

Amendment C265 was on exhibition from 18 January 2018 to 23 February 2018.

Planning Panel Hearings were held for 10 days from Wednesday 30 May 2018 to Tuesday 3 July 2018.

Further Panel Hearings were held for 4 days from Monday 23 March 2020 to Thursday 26 March 2020.

The Amendment C234 Panel Report was finalised on 10 September 2018.

The Amendment C234 Section 34 Panel Report was finalised on 11 May 2020.

Amendment C234 was adopted by VPA on 10 October 2018.

A subsequent feedback process was initiated by VPA in mid-October for consideration of land north of power line easement.

The Pakenham East PSP (October 2018) was amended by VPA in March 2020.

Amendment C234 was approved with changes.

The official notification is published in the Victoria Government General Gazette Number G3 Dated 21 January 2021.
