About planning schemes
Each local government area is covered by a planning scheme. A planning scheme is a statutory document that sets provisions, policies and strategies for the use, development and protection of land.
The Cardinia Planning Scheme is set in accordance with the Victorian Government Planning and Environment Act 1987 and it is administered by the Department of Transport and Planning (DTP). It contains:
- an ordinance which sets out the written requirements of a scheme and the types of use or development which needs a permit,
- maps which show how the land is zoned and overlays affecting the land, and
- incorporated documents – strategies, policies and guidelines that form part of the planning scheme.

Planning schemes can be amended by Council, Ministers and other planning authorities. Landowners can also apply to amend the controls affecting their land. Read about amending a planning scheme.

During exhibition periods, any person who may be affected by an amendment may make a submission.
It is important to note that submissions to planning scheme amendments are public documents under the Planning and Environment Act 1987.

A submission must be received by 5pm on the final day of exhibition to ensure it is considered.
The Victoria Government Gazette provides official notification of actions or decisions, including planning decisions, by the Governor of Victoria, government departments, government authorities, local councils, companies and individuals.
