Sealing the Hills program update
Cardinia Shire Council has made the difficult decision to formally dissolve the outstanding commenced and declared Sealing the Hills special charge schemes at the September 2023 Council Meeting, including Halcyon-Seaview package in Cockatoo.
The withdrawal of federal funding from the Sealing the Hills program left Council unable to seal and deliver all road upgrades originally included in the Sealing the Hills program.
The federal government did not act on Council's requests to reconsider its decision and restore funding in full. These requests were made in letters appealing to the Minister and all Victorian Federal Senators, our recent joint federal budget submission with Yarra Ranges Council and the community-led petition to Parliament.
We will continue to prioritise improving our road network, building better local roads, and advocating for future funding to seal these roads within the Hills.

Our cross over is wider than standard, this was done so we can access our property with our boat and caravan. Because of the road width, we didn't have the swing to drive into our property. Do I need to worry about an application for a wider crossover at the moment, or will there be a better time to discuss this as through the timeline?
Thank you for your enquiry. Council is currently in the early design stages of the project and several details such as driveways are yet to be finalised. However, we would be happy to follow-up and keep you up-to-date on details for your specific property. Please contact mail@cardinia.vic.gov.au with your property address and attention it to “Major Roads Projects”. Thanks again for reaching out.
