Project overview

Sealing upgrade works have started on Durban Road, Old Gembrook Road and Sheriff Road in Emerald, as part of the Council’s Sealing the Hills program.

These upgrades will include:

  • pavement construction
  • kerb and channel construction
  • drainage improvement works
  • vehicle and pedestrian crossing upgrades
  • nature strip improvements
  • signage
  • line-marking

The Sealing the Hills program has helped transform local roads in the Hills, aiming to upgrade currently unsealed roads.

This program is helping improve road connectivity, safety and access, while reducing dust, pollution and maintenance costs for residents and drivers.

Road Safety Improvements

Cardinia Shire Council will be undertaking a Road Safety Audit to guide future improvements across our Sealing the Hills projects. The RSA will assess the effectiveness and necessity of LATM treatments, including lighting, signage, and physical devices such as speed humps and pinch points.

What You Need to Know

  • Audit Timing: The Road Safety Audit will begin after all Sealing the Hills projects are completed, anticipated by the end of the 2025/26 financial year. It will take around 1–2 months. Installing LATM devices before the audit is not proposed.
  • LATM Planning: At present, there is no allocated budget for LATM works, as the scope and locations will be determined following the RSA. Any future LATM treatments identified will be considered under the existing Sealing the Hills program budget, with no financial contribution required from landowners. The type and location of these devices will be determined by the audit findings.
  • Project Timeframe: The overall project is scheduled for completion by the end of this year. Once completed, traffic patterns will stabilise, ensuring the audit reflects accurate and consistent conditions.

Questions on Traffic Calming Devices

The concept plans shared during the initial community consultation were indicative and subject to change as the design progressed. Although traffic calming measures (Local Area Traffic Management treatments) were considered, they could not be incorporated into the final detailed design.

Safety is a key focus, especially in areas with children, pedestrians, and school students. Roads identified as needing Local Area Traffic Management (LATM) treatments will be investigated further and grouped for future implementation.

LATM devices must be illuminated, and their placement depends on the availability of existing power or lighting infrastructure and underground services.

2023 Sealing the Hills program update

Sealing the Hills program update

Cardinia Shire Council has received official confirmation that $109 million of committed funding for the Sealing the Hills program has been discontinued and withdrawn by the federal government.

Cardinia Shire Council is deeply disappointed on behalf of the communities in the Dandenong Ranges and surrounding townships, by the federal government decision to withdraw committed funding from this vital unsealed road project.

We understand how important these sealing works were to improving community safety and access to community facilities and amenities, while reducing dust, pollution, and maintenance issues.

Council has been able to secure $41 million funding for selected road projects in the pipeline, including Old Gembrook Road package in Emerald. This package includes Durban Road, Old Gembrook Road and Sheriff Road.

Cardinia Shire Council is committed to working closely with the community to build better local roads and we will be keeping project stakeholders and our community informed as works progress.
