Sealing the Hills program update
Cardinia Shire Council has made the difficult decision to formally dissolve the outstanding commenced and declared Sealing the Hills special charge schemes at the September 2023 Council Meeting, including Legg Road package in Emerald.
The withdrawal of federal funding from the Sealing the Hills program left Council unable to seal and deliver all road upgrades originally included in the Sealing the Hills program.
The federal government did not act on Council's requests to reconsider its decision and restore funding in full. These requests were made in letters appealing to the Minister and all Victorian Federal Senators, our recent joint federal budget submission with Yarra Ranges Council and the community-led petition to Parliament.
We will continue to prioritise improving our road network, building better local roads, and advocating for future funding to seal these roads within the Hills.

Federal Funding Reinstatement: If federal funding were to be reinstated, would the Legg Road Package be prioritized due to it having already progressed through its special scheme phase? Council Consideration Without Federal Funding: In the absence of federal funding reinstatement, considering the progress made during its special scheme phase, will the Legg Road Package be considered for completion by the council through alternative funding sources? Unfortunately, the previous Special Charge Scheme for Legg Road Package was abandoned following the changes to Federal funding for the Sealing the Hills project. If the funding were reinstated it would allow Council to progress new Special Charge Schemes for this and other roads. In the absence of external funding, Council is actively considering alternative options for upgrading and sealing these roads, while we continue to advocate for additional funding in the background.
What sort of driveway crossovers will be provided as part of the road construction? How will the crossover placement be determined?
Driveways will typically be replaced to match the existing driveway material (ie. like-for-like). However, during construction, property owners will be able to negotiate with the construction contractor to construct the driveway in a higher standard at the resident’s cost. Driveway construction permits for driveway upgrades will also not be required as Council officers will be present onsite during construction. Kerb lay backs in the semi mountable kerb at the driveways will be included at a typical width of 3m or to the existing width of the driveway. Driveways will also be checked during the design process to ensure the new road maintains access vertically with in and out movements.
On the plans provided the new road sealed project doesn't (sealing the road) come as far down as no 42 why should I pay
Thank you for your question, the plans are currently at an early concept stage which have been based on an aerial image with some details still to be determined. Steel Road will likely be longer than what is shown on the concept plans and connect to the driveways of No.33, No.35, No.38 and No.42. No.42 Steel Road has been included in the special charge scheme as the driveway links through to Steel Road where the works are proposed.
