Upper Beaconsfield Reserve Masterplan has been endorsed

The final Master Plan for the Upper Beaconsfield Recreation Reserve has now been endorsed by Council at its September meeting.

This plan has been shaped by valuable community feedback received through two rounds of consultation. Thank you to everyone who shared their feedback, your input has been greatly appreciated.

In the first stage of community engagement, we listened to how the community uses the reserve and what improvements they’d like to see. Based on that input, a draft masterplan plan was created developed and shared in stage two community engagement, where more feedback led to some final changes.

Final changes to the masterplan include:

  • Two safe pedestrian crossings added near the oval and pavilion.
  • A new path connecting the public toilet to the back of the pavilion.
  • Updates to drainage near the equestrian area.
  • Removal of the proposed bus parking due to the need for further discussions between the Reserve Committee and the school.
  • Broader wording for equestrian recommendations.

Some suggestions from the community were either already covered in the plan or were not able to be included due to limitations.

Council worked closely with the Department of Energy, Environment and Climate Action (DEECA) and the Department of Education to make sure all land use and access matters were considered. The final Master Plan and the Study Report are now available.

Stage 2 Consultation (2025)

Project update

Following the Upper Beaconsfield Reserve Stakeholder and Community consultation undertaken in 2024, feedback was collated and recommendations for the reserve identified and the strategic planning document developed, the Draft Upper Beaconsfield Reserve Master Plan.

The Upper Beaconsfield Recreation Reserve is a Crown land site, used by residents from Beaconsfield, Officer, Pakenham, Emerald, Cockatoo and Gembrook to participate in sport and recreational activities at the site. We understand this reserve is integral to the stakeholders and wider community and through the feedback in the stage 1 consultation, consideration and reasonings contributed to determining the direction of the recommendations.

We thank those participants who provided information to be able to collate a draft master plan for this site and look forward to any feedback on the draft master plan that has been developed.

The development of a masterplan serves as an important strategic document for future planning of the site and collaboration of all stakeholders.

The recommendations contained in the master plan do not commit Council, DEECA, the Reserve Committee, User Groups or any other organisations to a responsibility for delivery of any of the recommendations; they will be subject to funding and available resources.

Stage 1 Consultation (2024)

The Upper Beaconsfield Recreation Reserve is a Crown land site, used by residents from Beaconsfield, Officer, Pakenham, Emerald, Cockatoo and Gembrook to participate in sport and recreational activities at the site.

The reserve includes a sport field, pavilions, BMX track, cricket practise nets, equestrian arenas, playground, seating, carparking and is closely situated next to the Beaconsfield Upper Primary School and Kindergarten.

The masterplan will become a strategic 10-year plan to support improvements to the reserve to meet the future sport, leisure and environmental needs of the Beaconsfield Upper and broader communities.

Council has engaged Simon Leisure Consulting to lead the consultation and formulate a masterplan based on feedback from Stakeholders and the Community.
