We appreciate you taking time to provide your feedback about the draft concept plan in 2022.

Council heard about the significance of car parking and access road to the reserve users. Amendments were made to the concept plan following this feedback. It is now proposed for a two-storey building effectively in a similar footprint to the existing building. The building will be a modular construction to minimise the onsite disruption to reserve users. We are currently seeking a building and planning permit for the new building.

It is anticipated that demolition and construction of the new building will commence in mid 2025.

Project information

Back in 2022, Council developed a draft concept plan for a new community, sport and scout facility in the Reserve to replace the existing facility.

Upper Beaconsfield Reserve is Crown Land with a community Committee of Management (CoM) appointed by the Department of Energy, Environment and Climate Action (DEECA) under the Crown Land Reserves Act. Cardinia Shire Council supplies funding to the Committee of Management for the maintenance of the reserve.

We received your feedback and heard your comments. Council considered all your feedback and updated the concept plans, and the CoM has approved of the concept. Your feedback helped the committee make an informed decision to deliver a facility that is suitable for all members of the community to use and be proud of. We would like to thank all those who have shared their input.

Project background

Between 2018 and 2022, Council undertook extensive engagement with the Upper Beaconsfield Reserve Committee of Management (CoM) and reserve user groups on the facility redevelopment. During this time discussions were held around the scope, scale and nature of the redevelopment of the facility, and Council arranged necessary site and building condition reports as part of their project management process. In early 2021, the scope of the project was agreed to by the CoM, user groups and Council.In mid 2021, Council and the Reserve Committee and user groups developed some buildings masterplans for the new facility. In April 2022, a consultant was engaged to develop a concept plan which was discussed with the CoM and reserve user groups.
