About the Project

We are seeking feedback from the community on whether Council offers a new 20-year lease to the existing tenants of part of 775 Five Mile Road, Pakenham, Riding for the Disabled Association of Victoria (RDAV).

Project details

RDAV is a registered not-for-profit organisation. It provides people with disabilities and volunteers in the Cardinia Shire community with experiences in equestrian activities to improve participants quality of life and develop life skills.

  • The existing lease of the site commenced in June 2018, and was renewed in 2023 under an option for a further 4-year term to the 31st of May 2027.
  • RDAV requested a new lease for a 20-25 period, to allow them to continue discussions with funding partners and support their planned future developments contained in their Masterplan as attached in the document library.
  • Due to the limitations for alternative uses of the site, the substantial community benefit and RDAV's investment in the equestrian facility, Council is seeking feedback to understand the level of support for the proposed new 20 year lease. This feedback will inform Council's decision.
  • The rental amount is set in line Council's Lease and Licencing Policy (Category 2 - Not for Profit Organisations). The Policy is contained in the document library.

We’re inviting feedback to assist Council in its transparent decision making process regarding a new lease for the use of Council property for a period of 20 years.

The engagement is designed in accordance with Council’s Community Engagement Policy and Section 115 of the Local Government Act 2020.

What can the community influence?
  • Whether Council offers a new 20-year lease to the existing tenants, Riding for the Disabled Association of Victoria.
What can’t the community influence?
  • Council’s Lease and Licence Policy.
  • Any variation to the terms of the proposed lease.

Decision-making process

This engagement process is undertaken in accordance with S115 of the Local Government Act, 2020 and in line with Council's Community Engagement Policy and Lease and Licence Policy. Council will consider the community feedback received and the proposed new lease at its meeting on 17 March 2025.
