We're working on a new Onsite Wastewater Management plan that helps protect our health and environment by ensuring wastewater management systems, commonly known as septic tanks are correctly installed, managed and maintained.
What the Plan Will Do
- Assesses the risks to human health and the environment posed by onsite wastewater systems (commonly known as septic tanks). This includes the risk to groundwater and surface water from existing and future systems, and the risk of existing systems that are, or could be discharging beyond the property boundaries
- Identifies actions and timeframes to improve the management of these systems and minimise the risks.
- Manages non-compliance and what their enforcement approach is.
Why We Need Your Input
To enhance the approach to onsite wastewater management, Council is seeking community feedback to understand residents' experiences and priorities regarding wastewater management.

An onsite wastewater management system (OWMS) like a septic tank, treats and disposes of wastewater from properties not connected to a reticulated sewerage system.
A reticulated sewerage system, also known as mains sewerage, is the system of pipes, pumps and treatment facilities provided by the local water authority. It can include a standard connection at the front or rear of the property that uses pipes and gravity, or a pressure sewer system that uses a small storage tank and a pump.
The Water Authority is responsible for planning for and providing new infrastructure. They assess this on an annual basis and consult with the EPA, Council, the State Government and Melbourne Water. There are two water Authorities within Cardinia Shire, Yarra Valley Water and South East Water
Proper maintenance prevents health risks and environmental damage and ensuring the system works efficiently is one of the best ways to control this risk. Proper maintenance is also a legal requirement under the Environment Protection Act 2017.
Property owners are responsible for the operation and maintenance of their onsite wastewater systems.
