Consultation summary
Council is considering the future use of 1 Halford Street, Beaconsfield Upper. The site was leased by a community nursery, becoming vacant in early 2025. We’re seeking community input to help shape the next steps for this local property. As the site is no longer required for Council purposes, it has been identified by Council Officers as surplus to Council’s needs.
At its meeting held 19 May 2025 Council approved an Alternate Resolution to "Commence the statutory process to advise of council's intention to sell the land and include within the consultation the ability for residents and community groups to put forward alternate uses of the site and express interest in leasing the site from Council". Broadening the scope of the consultation, this includes inviting residents and community groups to:
- Provide feedback on the future use of this important local property
- Propose alternative uses for the site
- Express interest in leasing the site from Council
- Propose Council sells the site

The site was previously leased to a local nursery and has been vacant since early 2025. We’re seeking community input to help shape the next steps for this important local property.
At its meeting held 19 May 2025 Council approved a Notice of Motion to "Include within the Community Consultation the ability for residents and community groups to put forward alternate uses of the site and express interest in leasing the site from Council".
Council purchased 1 Halford Street Beaconsfield Upper in 1991 from the CFA for $50,000 (as valued by the Valuer Generals Office). Council report at the time indicated that the Land was purchased to ultimately consolidate the title with the other Council land in proximity. The CFA purchased the Land in 1946. The CFA purchased a new site in Upper Beaconsfield, constructed a building, and relocated. The buildings that existed on the Land when Council purchased it, were gifted by Council to the local Scouts and were relocated leaving the Land vacant. The Land has been leased to the Upper Beaconsfield Conservation Group operating as Green Circle Plant Nursery (Tenant) since 1997. The Tenant constructed all improvements on the Land, which included various nursery buildings. The Tenant gave notice as they no longer proposed to operate from the Land and their service will be offered from an alternative address as the main committee member plans to retire.
