Cardinia Shire is growing rapidly, and we want to make sure our community can access the education, health and social services it needs. To plan for the future, Council is completing an Education and Health Services Gap Analysis to understand where services are not keeping up and where improvements are most needed. This project is a key action in the Cardinia Shire Council Plan 2025–29. It examines current and future needs across education, health, skills development and social services.

Your experience and feedback, whether you are a community member, service user, health provider or education/social services provider, will help us build a stronger, healthier and better‑supported community. With approximately two new families moving into Cardinia every day, demand for services is growing quickly. Many essential services are located outside the Shire, and limited transport options can make access difficult, especially for people experiencing hardship or vulnerabilities.

Findings from this work will inform Council’s Service Attraction Framework and guide future advocacy for improved funding, investment and local service availability.

Below are three short surveys, each tailored to a different audience:

1. Community / Service Users – to understand lived experiences and local service gaps.
2. Education & Training Services Providers – to identify sector challenges, professional insights, growth pressures and opportunities for collaboration.
3. Health & Community Services Providers – to capture professional insights on capacity, demand, industry and access issues.
