Draft Community Safety Framework

The Community Safety Framework is a key initiative within the Council Plan aligned with priority one, Strong Communities. Through the Liveability Plan consultations, you told us improving safety across the shire was important.

This framework is intended to provide a comprehensive evidence-based framework for the way Council approaches community safety within the municipality to maximise impact.

We have already received feedback from a range of key internal and external stakeholders to develop the draft framework.

We are now seeking feedback from you on the policy direction.

Where does the framework fit?

The framework will sit alongside the Liveability Plan and provide a framework for delivering on the Objectives and Strategies under the Improve Safety domain.

The Liveability Plan can be downloaded in the documents section on the right of this page.

Stage 1 Results

What we heard

Thank you to all those that contributed to the development of the Community Safety Framework for Cardinia Shire Council.

From online engagement and community pop ups across the Shire we received input from over 200 community members and partners equating to over 300 pieces of data to support the development of the framework.

Through an extensive Council policy and procedure review the focus of this document moved from an additional policy document to that of a framework to guide Council’s responses to community safety as depicted below:

Below is a snapshot of the findings from the consultation data.

Top 6 areas of safety concern:

  1. Road and pedestrian safety
  2. Property crime
  3. Crimes against people
  4. Alcohol and other drugs
  5. Mental health
  6. Natural hazards/disasters


The community also told us:

  • Traffic accident safety is of significant concern, particularly in relation to road maintenance (potholes) and infrastructure (pedestrian crossings.
  • Men tended to be more concerned with road safety while women were more concerned with personal safety.
  • Social media is a powerful force for creating poor (and potentially positive) perceptions of local safety.
  • Most people have never had cause to contact Council about a safety issue.
  • Most community members preferred phoning or emailing Council if they have concerns. Multiple people said they preferred calling but were happy with an email follow-up and/or confirmation.
  • Of those that had contacted council for an issue, 50% said they were ‘Very happy’ with Council’s response to their community safety issues, a further 25% said it was an “Average” response and 25% stated they were “Very unhappy” with the response they received.
