Sets our strategic priorities
45 people will now be independently selected to form a community panel and work together alongside our new Council group to help shape Council’s priorities for the next four years.
The Community Panel will discuss, debate and deliberate key issues to help guide important decisions affecting Council's priorities. These priorities will help inform the Council Plan 2025-2029 and guide long term planning for the future of Cardinia Shire.
No prior knowledge is required to take part in the panel – just a willingness to work with others to consider the diverse views and needs of your community. You will need to attend four workshop sessions in February 2025. Further details are in the timeline. Panellists will receive financial recognition for their time and support to assist them to participate.
What is a Community Panel?
A community panel is a group of people who represent their community. They come together over a series of sessions to learn about a topic and discuss issues in detail. A panel is selected to reflect the diverse people and views of the Cardinia community. This panel approach is a way for ‘everyday people’ to understand and provide insights on complex matters.
Who will be on the panel?
The Cardinia Community Panel will be made up of 45 community members. Anyone who has a strong connection to Cardinia can apply to participate. Panel members will be randomly selected and be demographically and geographically representative of the community.
Applicants must be over 16 years of age to apply.
How will the panel be selected?
An independent facilitator will manage participant selection independently of Council. They will aim to select a panel that has a diverse representation of people who make-up the Cardinia community. Not all people that express their interest will be selected for the panel.
Why should I join the panel?
As a panel member you will have the chance to learn more about the people and places that make Cardinia unique, gain a better understanding of how Council works, and you will contribute to Council decision-making. You will work closely with Council staff and other community members to shape Cardinia’s future.
What skills or knowledge do I need to participate in the panel?
You do not need any specific skills or knowledge to make a valuable contribution to the panel – your thoughts, opinions, ideas and an open mind are all you need. Panel sessions will be hosted by skilled facilitators who will make sure you can share your ideas throughout the sessions.
Why is the vision being revisited?
The Cardinia Community Vision 2040 was written in 2021. Though we don’t anticipate that great changes will be required, this revision is an opportunity to confirm that the Community Vision still adequately captures the community’s aspirations.
Reviewing the Community Vision is a requirement of the Local Government Act 2020, which states that ‘a Council must develop or review the Community Vision and adopt its Council Plan in the year following a general election’.
What do I need to do if I am selected to be on the community panel?
As a panel member, you will be guided by a skilled facilitator to participate and contribute your ideas as part of a deliberative process. If you’re selected for the panel, we ask that you:
Following the local council elections in October, 2024 the new Council’s first major responsibility is to develop the Council Plan 2025 – 2029 and review the Financial, Asset, and Liveability Plans, The involvement of a community panel and the broader community ensures a transparent process.
These plans ensure Council continues to make the most of funds collected through rates and appropriately manages its assets including roads, drains, footpaths, buildings, and open space, and provides services to meet the diverse needs of a growing community.
The panel will help us to ensure community views and priorities are embedded into these plans to work towards meeting its Council's Vision in 2040.
The recommendations from the Panel will be presented to Councillors in March, 2025.

Who can’t apply?
You aren’t eligible to be a panel member if you are a:
During selection, preference will be given to those who have not previously participated in a Panel or are a current member of a Council Advisory Committee or Reference Group.
More than one person from each household can apply. However only one person per household can be appointed to the Panel.
Panel members will be asked to attend four sessions for a total of 15-hours. The panel will meet in person in February 2025. A light meal and refreshments will be provided at each in-person session.
Yes. Joining the panel might mean giving up time with another activity or you might need to organise care for your kids. To show our appreciation for your time, and to make it easier for you to participate, each panel member will receive a payment of $200 at the end of the panel process. You must attend four session to receive your payment.
If you are selected, you will be sent a Welcome Pack to read before the first session. This is a short document that outlines your role as a panel member, and to build your knowledge of Cardinia Shire, the role of local government and Council's key planning documents. There may be some light reading or videos to review in between sessions. You do not need to study – you will not be tested on your knowledge.
You will be expected to attend all sessions. There will be 2 sessions in person at the Council offices at Siding Ave in Officer and 2 sessions online. They will not be offered in a hybrid format.
Council can offer you support help you to participate fully in the panel, for example by providing an interpreter, or hearing or sight modifications etc. Please identify any assistance or support you require when submitting your Expression of Interest form. If you are selected, someone will contact you to better understand your needs.

Personal information collected by Council, or its contractors, is used for municipal purposes as specified in the Local Government Act 2020. The personal information will be held securely and used solely by Council for these purposes and/or directly related purposes. Council uses a number of software packages to collect online survey responses from our community members:
The personal information collected via our online surveys or The Hive platform will only be used to address your comments or requests and improve our services.
Occasionally a survey will include a question whereby an answer might result in a respondent being identifiable. To maintain respondent anonymity we carefully review all data and will delete any instances that pose a risk of identification prior to analysis / storing the data file on internal systems.
Where we use the online surveying software to manage email invites to a survey, the email is stored in a separate data file to survey responses. These can be linked with a randomly generated code that is recognised only within the surveying system so that the software can identify those who have completed the survey (so as not to send them reminders). The survey data file does not contain any identifiable information (email address, street address or name). The address file held within the survey system is deleted at a time that is determined within industry guidelines.
Where it is necessary to collect contact details to provide an update on a project or incentive for survey participation, this information is collected and stored in a separate database to survey responses. The information is never used for any purpose other than to contact incentive recipients or to provide project updates The data file is stored on a secure system and is deleted at a time that is determined within industry guidelines or contractual arrangements.

Individuals have the right to access their own personal information and can request that we amend or delete incorrect or misleading personal information.
Anyone can request access to documents held by Council however there are some exemptions under the Provision of the Freedom of Information Act. (FOI)

Access will be provided when requested except in circumstances outlined in legislation or where FOI provisions apply. FOI gives a general right to individuals to access information held by Government agencies limited by exemptions.

Social Pinpoint, its subsidiaries, affiliates, officers, agents, licensors and other partners are not responsible for any loss, liability, claim, or demand, including legal fees, made by any third party due to or arising from a breach of this agreement and/or any breach of your representations and warranties set forth above.
What content does Social Pinpoint own?
Creating Cardinia website contains the copyrighted material, trademarks, patents, trade secrets and other proprietary information (“Intellectual Property”) of Social Pinpoint and its suppliers and licensors. Social Pinpoint owns and retain all proprietary rights in the intellectual property. All intellectual property in the content of this site including without limitation to text, software, source code, pages, documents and online graphics, photographs, sounds, audio, video and other interactive features are owned by or licensed to us.
Any original content that you submit or post on our site may be made available to the public and allows users to share your content (with the end user acknowledging your contribution) under the Creative Commons Attribution-ShareAlike 4.0 Australian License.
Except for Intellectual Property which is in the public domain or for which you have been given written permission, you may not copy, alter, transmit, sell, distribute any of the Intellectual Property.
