New Interstate Export Rules for Victorian Growers After Tomato Potato Psyllid Detection

Tomato Potato Psyllid (TPP) was detected in Melbourne’s northern suburbs in October 2025, following a 2024 detection on the Bellarine Peninsula. From 8 December 2025, Victorian businesses moving TPP host or carrier plants or produce interstate must comply with entry requirements set by each destination state.

Agriculture Victoria has introduced accreditation and certification systems to streamline compliance, allowing businesses to self-certify carrier produce under ICA-61 instead of obtaining Plant Health Certificates. Host produce like tomatoes and capsicums will require separate protocols (PS-57 and PS-58), including treatment and secure packaging. Growers are urged to apply for accreditation promptly, as processing takes about five working days. TPP poses a biosecurity risk because it can transmit Zebra chip disease, though the pathogen has not been detected in Australia.
