Changes to Victoria’s planning rules and liquor licensing

From 1 July 2025, venues with a liquor license in Victoria will no longer automatically require a planning permit. However, they may still need planning approval for other reasons, so it's important to contact Cardinia Shire Council's planning team for specific requirements.

For new liquor license applications, a planning permit will not be needed starting from 1 July 2025. Applicants must provide evidence that their application does not contravene the planning scheme.

Existing liquor license applications lodged before 1 July 2025 will follow the current process. If there are changes to existing licenses, a planning permit, a planning permit application, or evidence from the council that the change does not contravene the planning scheme will be required.

There will be no changes to the rules for kerbside or footpath trading. These permits are issued by the local laws section of the council and must be provided with liquor license applications.
