Apply Now: Tobacco Licence Deadline Nears

Victoria is urging all tobacco retailers and wholesalers to apply for a tobacco licence before 1 February 2026, when enforcement of the state’s new licensing scheme begins.

More than 3,300 businesses have already applied, and those who submit before the deadline can continue trading while their application is assessed.

From 1 February, inspectors will be conducting compliance checks, with significant penalties for selling tobacco without a licence or dealing in illicit products — including large fines and potential jail time. The licensing scheme is part of Victoria’s crackdown on illicit tobacco and organised crime, supported by Victoria Police and strengthened enforcement powers.
