Project update

Upgrade works on the Alma Treloar Reserve carpark are now underway.

Council has engaged Sure Constructions to undertake upgrade works on its behalf. These works will support the implementation of the Alma Treloar Masterplan, including projects such as the amphitheatre, dog off-leash area, Scout Hall, pump track, new public toilets, Eastern Dandenong Ranges Trail, and community events such as markets.

Located near the dog-off leash area, upgrades to this carpark are expected to be completed by July 2024, conditions permitting, and works will include:

  • Pavement construction and sealing
  • Drainage improvement
  • Minor footpath works
  • Bollard installation
  • Kerb and channel
  • Line marking
  • Signage
  • Landscaping

The upgraded carpark will provide the community with access to 38 car spaces, including two accessible spaces, with one located within the carpark and the other directly outside the Scout Hall building and adjacent to the new public toilets.

Centrally located within the reserve, the carpark upgrades aim to increase inclusion and participation of people with disability by enhancing access and reducing barriers.

To ensure and maintain community safety and access to surrounding amenities, traffic management, including reduced speed limits and traffic and footpath detours will be in place throughout the works.     

While works are being completed, access to the carpark will be temporarily closed, and alternate parking will be available at the front of the reserve. Despite temporary fencing being installed around the carpark site, access to the dog off-leash area will remain open and accessible via the main gate.

Council will be working to minimise disruptions, however, please understand that increased noise, traffic, and limited parking may be temporarily experienced within the reserve.

About the project

Cardinia Shire Council will be completing upgrade sealing works on a public carpark at Alma Treloar Reserve from 12 March to July 2024, conditions permitting.

The Alma Treloar carpark sealing will support the implementation of the Alma Treloar Masterplan, including projects such as the amphitheatre, dog off-leash area, Scout Hall, pump track, new public toilets, Eastern Dandenong Ranges Trail, and community events such as markets.

The upgraded carpark will provide the community with access to at least 38 car spaces, including two accessible spaces, with one located within the carpark and the other directly outside the Scout Hall building and adjacent to the new public toilets.

Council has considered the uses for the carpark and made allowances in the concept design, which includes removable bollards, extended paths, no traffic islands in the carpark for accessibility and an access apron to the adjacent grassed area for markets, emergency services and maintenance crews.

Close the loop

We would like to thank the members of the community, clubs and the community groups who took the time to provide valuable feedback to help to inform the final design plans for Alma Treloar carpark project.

The plans for the Alma Treloar carpark upgrades have been reviewed and the community feedback and comments considered and addressed.

Council has made changes to the final plans to address key questions raised by community members and groups.

These changes include:

  • Optimising the location of the market driveway access to reflect current usage patterns.
  • Turning circles for large vehicle entering the market site
  • Maximising the number of carpark spaces.
  • Availability of Disabled Parking spaces and their proximity to the toilets.
  • Maximising DDA compliant grades for optimising universal access across the site.
  • Providing a clear designated viewing planform for patrons with universal access needs at the top of the amphitheatre.
  • Optimising treatment of stormwater flows and energy dissipation before entering the stream.
  • Provision of a dog friendly drinking fountain for all patrons in the carpark.

Plans have now been finalised and construction is scheduled from mid-March to July 2024, weather permitting.
