Background

Cardinia Shire Council has started the process of developing its new Council Plan 2025–29 and associated strategic documents.

The Council Plan is Council’s key strategic document that sets out its priorities over the next four years. These priorities are informed by you, the community panel (see below) and Council. The Council Plan ultimately guide's Council's activities and decision making and therefore it's important we receive feedback from across the community.

The strategic direction and objectives in the Council Plan aim to help Council address the vision for our community. The aspirations and priorities identifed in the Community Vision 2040 inform our strategic planning.

You will be invited to have your say on Council's draft priorities in April/May 2025.

Community input is essential in helping us to develop our Council Plan for the next 4 years and shaping our future Cardinia.

The community's input will help Council update its Council Plan, Long Term Financial Plan, Asset Plan and Liveability Plan. Click on the tiles below to view the current plans.

The Community Panel

Councils across Victoria are required to undertake a deliberative engagement process when they develop their 4 year Council Plans. This process involves creating a community panel which is a group of community members representing a diverse cross section of the Cardinia Shire community. Our community panel was appointed in January 2025 as part of an independent selection process via expressions of interest (EOIs).

The panel are actively participating in a number of deliberative engagement sessions throughout February, 2025 to learn, discuss and contribute ideas.

The panel will review and update the Community Vision 2040 and provide input into the development of priorities that will inform the Council Plan 2025–29, and the Liveability Plan, Asset Plan and long term Financial Plan.

The community panel is being asked to deliberate on the following:

  • whether the Community Vision continues to articulate the long-term aspirations of the community (to 2040),
  • what Council should focus on over the next four years to achieve the vision
  • the problem statement below:
