Amendment C75 in August 2006 rezoned land known as Lots 1 & 2, LP134749 on the northeast corner of Koo Wee Rup Road and Greenhills Road, Pakenham from a Rural Zone – Schedule 1 to an Industrial 1 Zone and introduced Schedule 10 to the Development Plan Overlay.

Development Plan Overlay Schedule 10 applies to the land shown in Figure 1 and is to the south of Pakenham bordered by Koo Wee Rup Road to the West and Greenhills Road to the South. The land affected by the proposed amendment is labelled “Stage 3”.

Development Plan

There have been two previously approved Development Plans for DPO10: 

  • The first Development Plan was approved by Council on 3 April 2008  
  • An amendment to this Development Plan was approved by Council on 14 July 2017 

Council received an application to amend the existing Development Plan to facilitate development of 1084 Koo Wee Rup Road. This is the final parcel of land affected by the DPO and if this amendment were to be endorsed by Council, the Development Plan would be considered complete. Preparation of this Development Plan is a statutory requirement under DPO 10 and must be approved by Council before this property can lodge a planning permit application to subdivide or develop.

DPO 10 requires a Development Plan to include the following:

  • subdivision layout of the land
  • staging of the development
  • relationship of the land to existing or proposed development on adjoining land to achieve the integrated subdivision of land in the area
  • Arrangements for vehicle access
  • The provision of utility services infrastructure
  • A stormwater management plan including provision for outfall drainage from the area
  • Urban design guidelines
  • Vegetation and landscaping guidelines
  • Guidelines for environmental sustainability
  • Environmental management plan

A Development Plan is a document which guides the future development of a particular area. It may include requirements around subdivision, vegetation management, roads and shared paths, lot sizes and many other factors depending on the requirements of the Development Plan Overlay which applies to the area.

Development Plan may be prepared and approved in stages. For the DPO 10 area, stages 1 & 2 to the west have already been completed.

The amended plan will apply to Lot A Greenhills Road and 1084 Koo Wee Rup Road in Pakenham, formally identified as Lot A on PS 806463Q and Lot 1 on PS 134749 respectively.

The Draft Development Plan consists of written text, plans and drawings and respond to the requirements of DPO 10, which includes the following topics:

  • Subdivision layout of the land
  • Staging of the development
  • Relationship of the land to existing or proposed development on adjoining land to achieve the integrated subdivision of land in the area
  • Arrangements for vehicle access
  • The provision of utility services infrastructure

Yes, your feedback will help shape the final version of this proposed Development Plan.

As a stakeholder, you are invited to submit written queries and comments to the Planning Strategy Team for consideration.

It is important that you provide your feedback now. Once a Development Plan is approved all future planning permit applications will not be required to give public notification if the proposal generally accords with the approved Development Plan.

A Development Plan must comply with the requirements of the Cardinia Planning Scheme. If a submission seeks changes that do not comply with the requirements of the Cardinia Planning Scheme these changes will not be able to be included in the final Development Plan.

Yes, landowners within and adjoining the DPO10 area will be notified in writing about the Council Meeting date when the Development Plan will be presented for approval, as well as when the Council Meeting Agenda will be available.

Following Council approval of the final Development Plan, the timing of development is at the discretion of the landowners.
