The next Council Plan will inform our work, decision making, and strategic direction over the next 4 years to work towards the aspirations of the Community Vision 2040.

Across 4 deliberative engagement sessions in early 2025, a community panel worked together and reviewed the Community Vision 2040. (See the Document Library on this page).

The community panel identified a number of priority areas for the future to inform how Council could respond to its growth in a financially sustainable way. These priority areas helped shape the draft strategic objectives which set the direction of the Council Plan 2025-2029 and informed the long-term financial, asset, and liveability plans.

How you provided your feedback

The community reviewed the draft strategic objectives and the community panel's priorities listed below, then either completed the short survey or joined us in person at engagement pop-ups held across the shire.

The Community Panel

Councils across Victoria were required to undertake a deliberative engagement process when they developed their 4-year Council Plans. This process involved creating a community panel, which was a group of community members representing a diverse cross-section of the Cardinia Shire community. Our community panel was appointed in January 2025 as part of an independent selection process via expressions of interest (EOIs).

The panel actively participated in several deliberative engagement sessions throughout February 2025 to learn, discuss, and contribute ideas.

The panel reviewed and updated the Community Vision 2040 and provided input into the development of Council's draft strategic objectives that informed the Council Plan 2025–29, the Liveability Plan, Asset Plan, and long-term Financial Plan.
